• Dr. Jeffrey Bratberg, PharmD, FAPhA

    Clinical Professor of Pharmacy Practice and Clinical Research, URI College of Pharmacy

    Dr. Jeffrey Bratberg studies the essential and emerging roles community pharmacists play regarding opioid overdose response, harm reduction, and opioid use disorder treatment. He advocates for pharmacists’ expanded roles in medication access, public health promotion, and policy change through research, practice, and teaching.  He is the principal investigator on a 2-year grant from the Foundation on Opioid Response Efforts (FORE), "Pharmacy-Based Buprenorphine Induction and Maintenance: Overcoming Barriers to Care Through Simultaneous Policy Analysis, Real-World Demonstration Projects, and Toolkit Dissemination." He co-teaches an interprofessional, honors “grand challenge” course on opioid use disorders. He has reviewed and contributed to national opioid use disorder courses, including the Treatment of Opioid Use Disorders course from the American Society of Addiction Medicine (ASAM).  He is an associate editor of the Journal of the American Pharmacists Association (JAPhA) and co-produces. He hosts a weekly public health pharmacy podcast with his pharmacy students called “The Regimen.”

  • Jonathan (Jon) Woodruff, Esq.

    Managing Attorney at the Legislative Analysis and Public Policy Association (LAPPA)

    Jonathan (Jon) Woodruff, Esq., is the Managing Attorney at the Legislative Analysis and Public Policy Association (LAPPA). Jon has numerous years of experience researching and analyzing state and federal criminal justice and health care issues involving, among other things, pharmacy-based buprenorphine treatment, opioid treatment programs/medication units, drug checking as it relates to drug paraphernalia laws, the health information disclosure provisions of HIPAA and 42 C.F.R. Part 2, law enforcement and other first responder deflection initiatives, overdose reversal agent access, and Good Samaritan fatal overdose prevention. Jon was the lead drafter for several LAPPA model acts and provided contributions to many others. Jon is a former Senior Legislative Attorney at the National Alliance for Model State Drug Laws (NAMSDL). Prior to joining NAMSDL, Jon was a private practice attorney in Virginia and the District of Columbia, as well as an insurance company actuary in Illinois. Jon received a B.A. in Physics from Illinois Wesleyan University and a J.D. from the University of Virginia School of Law where he was a member of the Virginia Law Review. He is an associate member of the Virginia and District of Columbia Bar Associations.

    Grant Coordinator, URI College of Pharmacy

    Dr. Michelle Caetano is an Ambulatory Care Clinical Pharmacist with over ten years of experience spanning hospital, primary care, community, and academic settings. She currently serves as Grant Coordinator at the University of Rhode Island College of Pharmacy, where she supports faculty in developing and managing funded research and education initiatives. Dr. Caetano helped design and create PharmacyBridge.org, to help expand access to high-quality, evidence-based pharmacy practice resources and strengthen connections among clinicians, educators, and policymakers.
